Responsible for the implementation of Site Services/Post and Transport/Audio Visual and Room Management development, strategy and policy in support of the character, and Mission.
Lead and manage the Site Services/Post and Transport/Audio Visual and Room Management staff, resources physical and financial across all sites; providing a comprehensive and effective Site Service/Post and Transport/Audio Visual and Room Management service.
In addition the post-holder will act as the Divisional Champion in relation to the introduction and development of quality customer relationship systems within the Site Management and Services.
MAIN DUTIES AND RESPONSIBILITIES
Principles Accountabilities
Manage, review and develop the Site Services, Post and Transport/Audio Visual and Room Management strategy and service by:
Consulting with Directors, Heads of Function other appropriate staff to establish that the Site Service function meets the needs of the Departments and assist in delivering the Objectives contained within the Corporate Plan.
Strategic Operations And Resource Development (Buildings, Equipment And People)
To ensure optimum level of performance, prepare an annual Business Plan, setting measurable targets for the Department in respect of:
Strategic operations and resource development (buildings, equipment and people).
Finance.
Legal and Regulatory issues (e.g. waste management ensuring compliance, fleet management, data protection, health and safety).
Marketing, innovation and business and customer service development (ensuring competitiveness, selling the business).
People matters (Investors in People Performance Indicators, Training Plan, evaluation of training and training needs).
Respond to emergency out-of-hours situations and be a key part of the Crisis Management Team.
Act as Divisional Champion for all aspects of quality management/customer relationship within the Division.
Deputise for the Director of Site Management and Services when required.
Working closely with Registry, Estates and other relevant parties to ensure that all non-administration space is fit for purpose and meets the required standard.
Working closely with Registry to ensure optimum space utilisation by carrying out regular space monitoring and providing empirical data.
Within twelve months from the date of appointment, take on the management of the provision of the audio visual equipment.
Marketing, Innovation, Business And Customer Service Development (Ensuring Competitiveness And Selling The Business)
Provide advice on all Site Services related (equipment, operational and regulatory) matters to other associated organisations for example the Technology Innovation Centre and the Estates Department and to assist the Director of Site Management and Services in influencing the development of the new estate.
Finance
Produce and monitor a detailed financial budget to ensure compliance with financial targets.
Management of costs (internal). Management of contractors costs (external).
Tender and manage the following significant Contracts:
Postage - Circa £400,000
Cleaning Contract - Circa £1 million
Waste Contract - Circa £45,000
Pest Control - Circa £15,000Consumables - Circa £35,000
Lighting - Circa £18,000
Laundry - Circa £13,000
Ensure that best value is obtained when purchasing other services and materials in connection with Site Services, Post and Transport.
People Matters/Staff Management
Develop and manage appropriate staffing levels/work rosters to deliver the outputs set out in the Service Level statement provided to key stake holders, such as Directors of Service/Heads of Department.
Recruit and manage staff in order to achieve Objectives as set out in current and future Business Plans.
Develop, implement and monitor appropriate Training Plans to ensure all staff are trained appropriately for their duties.
Manage and conduct staff appraisals.
When appropriate, undertake disciplinary action, using the Disciplinary Code of Conduct.
Have a clear understanding of the Investors in People Standard and ensure that the principles are maintained by Building Services.
Legal And Regulatory/Health And Safety
Work closely with the Health and Safety Department to ensure that Building Services, Post and Transport comply with all relevant health and safety legislation.
Develop and manage a waste reduction/recycling policy ensuring regulatory compliance for all sites.
Ensuring that Site Services/Post and Transport adopts best environmental practice and works actively to reduce its carbon footprint.
A minimum of 5 years relevant experience including:
Experience at a senior level in the strategic and operational management of a large facility management service that includes cleaning, janitorial services, waste management, room management/utilisation, audio visual provision, post and transport.
Experience of managing services at a strategic level across several sites.
Considerable experience in managing large cleaning contracts.
Considerable experience in working in a highly focused customer-service environment.
Considerable experience in managing a significant budget circa £1.5 million plus.
Experience in managing and motivating a diverse team of Managers and staff.
Ability to assist the Director of Site Management and Services in ensuring the planned considerable capital expenditure (circa £250 million) is fit for purpose and delivers the quality of experience contained in the Corporate Plan.
Experience in managing and developing quality systems in order to meet the aspirations contained in the Corporate Plan.
